3.1.1 Language of the page

Why? so ATs can adjust pronunciation, characters and script correctly. Closed captions in right lang.
How? Use HTML language attribute, using Lang entry for default language and for tagging things other than default language

3.1.2 Language of the Parts -

What? Each passage or phrase programmatically determined so readers can switch languages, if not defined assumes the default page language
Single words, like rendezvous, take on the language of surrounding text, so this is english because it’s been adopted in english

What? A mechanism is available for identifying specific definitions of words or phrases used in an unusual or restricted way, including idioms and jargon. Including words whose meaning changes on same page or site.
How? Links to definition or glossary or description list, using the <dfn> element, providing search to online dictionary.</dfn>

What? When text requires reading ability more advanced than the lower secondary education level after removal of proper names and titles, supplemental content, or a version that does not require reading ability more advanced than the lower secondary education level, is available.
How? Lower level text summary, using illustrations, pictures, or symbols, provide a spoken version of the text, use easier text, provide sign language interpretation

What? A mechanism is available for identifying specific pronunciation of words where meaning of the words, in context, is ambiguous without knowing the pronunciation.
How? Provide it immediately following word, link to pronunciation, glossary, using diacritics, use Ruby annotation:
