2 - Use of Approved Written Procedures Flashcards
Able to explain what type of Approved Written Procedures (AWP’s) is used in MVOW and how they are different.
Types of AWP:
- Cross boundary – Green
When the boundaries between both the HV and LV Plant & Apparatus are impacted by the work to be carried out a Cross Boundary AWP is used. i.e. isolations under the HV rules need to be implemented to carry out work on the LV side.
- ROMP section – Red
Restoration of Motive Power – Used to test Plant equipment. This AWP allows the restoration to be carried out in an approved manner.
- Standard – Grey
Standard AWP with no ROMP or Cross Boundary.
Different versions of AWP’s occur through the identification of any errors in previous versions. It should be communicated and clarified between the AT and OC the version of the AWP being used during the Transfer of Control. This will mean that following the procedure within the AWP will ensure Safety from the System.
Able to explain and/or demonstrate each section of the AWP.
Sections in an AWP
- 0 Work Details
- Wind farm location
- WTG No.
- Work/testing to be done
- Associated documents
- date - 0 Transfer of Control
- Time of transfer
- The OC and AT’s name. - 0 Establish Safety Precautions
- Establish local control of the WTG
- Establish general safety
- POI application with time and signature of the AT
- Precautions (the AT signs to certify General Safety and Safety from the System)
- In some AWP’s a ROMP section
- End of work/Testing and clearance section (the AT signs to confirm all tools and equipment are cleared, all guards are back in place and the WTG is safe to return to service) – Also a section to write any restrictions or limitations. - 0 Return to Service
- Cancellation of AWP and removal of POI - 0 Transfer of Control
- Handing back the turbine into normal operation conditions, informing the OC, with dates and times. - 0 Surrender
- If work is carried out over a number of shifts, this section will allow the AWP to be passed from the Authority of one AT to another. The OC must also be informed of this.
Able to explain and/or demonstrate the Procedure for Restoration of Motive Power (ROMP)
- An AWP with ROMP must state the way personnel concerned with the work, will be safeguarded during the period power is restored.
- It can also reference a specific RA.
- During the ROMP the AT shall provide personal supervision for his team.
- Before the ROMP the AT will go through the isolations stated in the ROMP section, remove them, sign and give a time for the removal.
- After, the AT must re-isolate with signatures and times.
Able to explain and/or demonstrate the procedure for Cross Boundary work with an AWP.
- Detailed procedure for the control and management of safety co-ordination and safety precautions where both the WTSR and HV rules apply.
- These shall be implemented when one set of isolations fall under one set of rules and other isolations under another set.
- AE and SAP (senior authorized person) must discuss the intended work.
- They will discuss…
Safety documents
Technician competence
Safety precautions
Locking and caution notices required - AE will look at hazards and write an AWP which will be agreed to by the SAP before he/she puts HV isolations in place
- SAP will sign that HV isolations are in place
- AT will be trained to receive HV documents/keys
- Agreed cross boundary procedures are crucial for ensuring the cross boundary work is free from any system induced hazards and risks.
The ability to explain and/or demonstrate the Surrender procedure and how the Surrender record is to be completed.
- AT surrendering AWP will fill section 1. (his/her name, date & time) of the surrender and any comments regarding the work/testing at point of surrender
- The AT receiving the AWP will either receive it face to face with previous AT or from safe custody.
- New AT will accept AWP/documents/keys etc. and ensure working party are fully briefed with the status and progress of work
- New AT signs and dates section 2. and enacts the transfer of control with OC as usual.
