Explain and communicate the responsibilities of an Authorized Technician and what type of WTSR documentation an AT can hold.
A
- Ensure both he/she & all members of party follow requirements of general safety.
- Follow the requirements on an AWP, including any selected persons reports and work within the limits of the documents.
- Follow the Wind Farms Transfer of Control procedure, contact the OC to report – Location, PAX, Names (that aligns with a list of approved Technicians/AT’s), the AWP and the time of transfer.
- Responsible for the operational state of the WTG following the Transfer of Control.
- Returning the WTG to the OC, confirming work/testing completion and AWP closure. Also notifying of any limitations or restrictions to operational state of turbine.
- Responsible of leading the party throughout work and provide immediate or personal supervision as stipulated in AWP.
- Complete AWP as required. All signature points are signed at time of action and clearance/cancellation is enacted correctly.
- Reporting issues within AWP and to follow instructions of the AE.
- Informing the working party of any emerging risks and ensuring all leave the work location.
- Placing any uncompleted AWP into Safe Custody and enacting Transfer of Control.
- ALWAYS provide personal supervision when motive power is restored.
- Keep personal control of all Safety Documentation, Keys and removable isolating devices.

Explain and communicate the responsibilities of an Authorizing Engineer.
A
- Approves all AWP’s ensuring that they grant safety from the system.
- Ensures AWP’s include signature checkpoints to confirm safety precautions are established.
- Considering any stored energy when writing AWP.
- Keeping an up to date list of all AWP’s for the site/wind farm.
- Identify work that does not require AWP and approve any ROP (Routine Operating Procedure).
- Take part in Authorisation panels for AT’s.
- Decide on the need for a Selected Persons Report.
- Decide on need of Personal/immediate supervision during implementation of AWP.
- Understand requirements of the site Cross Boundary Procedure when writing AWP.
- Manage Cross Boundary work with relevant nominated competent person for HV rules (SAP).
- Support AT’s when requiring information on additional work, incorrect isolations, lost keys and AWP’s, AT absence and other operational work under the AWP.
- Ensures all updated AWP’s are forwarded to the responsible manager.
- Receive information of limitations/restrictions and prepare (if necessary) an AWP to allow safe work within WTG going forward.

Explain and communicate the responsibilities of an Operational Controller.
A
- Ensuring all cases of Transfer of Control are carried out correctly and recorded, including recording the safety documents to be used.
- Record any restrictions/limitations reported to them and passing on the info to site service managers.
- Informing the AT/CT of restrictions/limitations on the WTG requested access.
- Confirming the person requesting transfer of control have authorizations to lead working party and carry out work on the AWP or ROP.

Explain and communicate the role of a Selected Person and what a Selected Person report is.
A
- A Selected person is required to give specialist knowledge, experience or equipment. Only persons nominated under the WTSR are allowed to issue Selected persons reports under WTSR.
- On request of an AE to carry out tests/examinations for hazards on Plant, LV apparatus and working areas
- Will prepare a selected persons report that when implemented, should ensure safe working conditions to identified hazards
