Elaborate vestments suggested Priests were set apart from ordinary people
- this was important for Catholics because a Priest turns the bread and wine into the Body and Blood of Christ
- Protestants disliked it and Puritans hated it

- by 1565 it was clear that ntotnall of the clergy was obeying
- The Rchbishop of Canterbury invites 110 priests to London for an exhibition on the issue, 37 don’t attend and lose their posts

Catholics appeared to have to choose between the Pope and Elizabeth
How did Elizbeth deal with the threat from the papacy?
She did not want to create martyrs and so she ignored smaller examples of disobedience(because of this England was stable for the first ten years of her reign)
