A
  • one of the most difficult regions to reach in normal conditions
  • mountainous environment (fragile lots of landslides and falling rocks)
  • part of disputed India/Pakistan

A

a poor largely agriculture region that is administered by Pakistan

  • a Saturday morning (a normal school day - so many of the dead and injured were children)
  • during Ramadan (many people were sleeping due to waking early to eat)
  • close to winter (conditions were becoming more treacherous)

  • considerable relief effort by Pakistani government and relief agencies
  • helicopters flew blankets, tents, basic provisions and medical supplies into the area

What were the main barriers to help?

A
  • unseasonal torrential rain/hail
  • harsh Himalayan winter which block access for 6 months
  • corruption due to illegal deforestation and poor levels of education
  • long term RUM meant area had suffered brain drain and many of the men had gone so was little strength left
  • lack of clear maps of the area
  • poor building practices due to lack of knowledge and housing being built on undesirable land
