State the purpose of Impaired Training and Education Report (ITER) Policy and Reporting Procedures.

Explain ITER conditions Red and Yellow.
Red: A situation that currently exists which cancels or stops training/education entirely or degrades NEC-producing training to the point that the NEC cannot be awarded.
Yellow: A situation that may result in delayed or cancelled classes, failure to instruct critical learning objectives, degradation in the ability to meet scheduled throughput or quality of instruction, etc., if appropriate action is not taken
List the six ITER types.

Define a Missed Training Opportunity (MTO).
The loss of a course quota by a command
List five examples of a MTO.
A command has a quota for a student who does not show up and the command does not provide a replacement
A command cancels a granted quota in four or less working days prior to a course’s start without providing a replacement.
A student does not meet course prerequisites.
A student is absent from the course to the extent they can’t get credit
A student cannot obtain credit for the course because the command recalled the student.
Who has the responsibility to report a MTO.
TSC will submit MTO Reports, via naval message
each command that created an MTO will be listed as an action addressee and their ISIC, TYCOM, and NETC will be listed as an information addressee.
How often is the MTO data gathered and in what format is this data sent.

Explain the purpose of Casualty Reporting (CASREP).
Supports the (CNO) and fleet commanders in the management of assigned forces. Alerts the Naval Safety Center for incidents which are crucial in mishap prevention. results in operational commanders and support personnel being advised of the status of significant equipment malfunctions which may result in the degradation of a unit’s readiness.
Explain the use of each of the following:
(a) Initial CASREP
(b) Update CASREP
(c) Correction CASREP
(d) Cancellation CASREP
INITIAL identifies the status of the casualty and parts and/or assistance requirements.
UPDATE contains information similar to that in the INITIAL and/or changes to previous information.
Correction when equipment, is repaired/operational condition.
Cancellation upon start of an overhaul when equipment is scheduled to be repaired. Outstanding casualties which will not be repaired shall not be cancelled.
