Discuss CRITICALITY assessment
Criticality of an asset or area is determined by assessing:
- Importance to the mission
- Effect (if crippled or lost)’
- Recover-ability (how quickly the asset or area can be restored to operation if hit)
Discuss VULNERABILITY assessment
The vulnerability of an asset or area is determined by assessing 3 components:
- Construction (e.q., type, quality)
- Accessibility
- Recognizability (ex aircraft carrier pier side, as opposed to a small building in that contains research material)
Discuss Risk Assessment Codes
1 through 5 - the LOWER the letter or number, the MORE SEVERE the risk
Purpose of ATFP PLANNING and RESPONSE assessments
The main objective is to:
-Identify and reduce the risk of loss of life
ATFP Plans and Postures: Proactive Phase, Reactive Phase
Proactive Phase - Intelligence gathering/integration of physical assets
Reactive Phase - Tactics, Techniques and Procedures (TTP’s)
What are the Five ATFP Force Protection Conditions
FP Condition Normal - General threat (last Sep 10,2001)
FP Condition Alpha - Threat Exists
FP Condition Bravo - Increased Threat
FP Condition Charlie - Incident Occurred/Intel
FP Condition Delta - attack in immediate area

Level II - Anti terrorism Officer Training (ATO)

- Assessment Zone - outer most defense
- Warning Zone - classification of contacts/interaction
- Threat Zone - innermost layer of defense (vehicles/personnel) classified as threat or not threat

Establishing an ECP:
- place Barriers to Stop/Slow vehicles
- locate barriers at a distance from critical assets
- Serpentine obstacles inside the gate
- vehicle and personnel inspection areas
- hardened positions
- sentry’s position is at a minimum, behind cover, able to reach a vehicle, position to allow sentry to alert others
