105.1 Discuss the purpose of Occupational Standards (OCCSTDS).
OCCSTDS are statements of the minimum skills required of Navy enlisted ratings as established by primary (resource/warfare) sponsors.
105.2 List the primary basis for which OCCSTDS are used.
OCCSTDS are the basis for implementing and supporting actions for manning, distribution, training, and advancement.
105.3 Explain where the remaining E4 and below OCCSTDS, that are not selected to be taught in “A” school be taught, e.g., in which other training environments?
In “other” training environments (such as, but not limited to, individual and unit on-board training (OBT), on-the-job training (OJT), proficiency training, etc.

Review and approve OCCSTDS per OPNAVINST 1223.1

Review and approve the TTA (Training Task Analysis) Report

C. Fleet and Type Commanders
Ensure participation in the Navy Skills Management System (SMS) and the appropriate NTRR event. Also review proposed OCCSTDS for validity and pay-grade responsibility.

D. Navy Manpower Analysis Center (NAVMAC)
Ensures SMS surveys are conducted and OCCSTDS are issued in a timely manner and coordinated with the appropriate NTRR event schedule(s).

E. Naval Education Training Command (NETC).
Develop and implement training to meet the needs of the warfare sponsor utilizing OCCSTDS as training objectives in the preparation of TTA, curricula and feedback systems.
