A

The ETSO (European Technical Standard Order) authorisation represents one way (and not the only way) to have parts and appliances approved.
Example: Generic anti-collision light not certified in A320 or 737 type but this anti-collision light is used for both so certified under ETSO

A

Minor changes from an approved part 21 J Org. dont need to go to EASA. The change is notified as a CB (Change Bulletin)

Major changes from an approved part 21 J Org. do need to be approved by EASA. The change can either be an STC or New TC (A320 neo, A320 ceo, A320 100, 200 etc)

Major modifications - 1. TC or 2. STC (DOA can issue this) and are approved by EASA
Minor modifications - CB (Change Bulletin) - Part 21 DOA can approve this (don’t need EASA approval)

Who approves an ETSO and what is it used for?

A

A European Technical Standing Order is approved by EASA, where a component is fitted to several aircraft e.g Altimeter
The Altimeter gets it’s own individual approval in the form of an ETSO, CS-ETSO.
Note: This is a means of approval but not the only way, altimeter could be on one aircraft and approved under the type approval

Give an example of when a Permit to Fly might be issued and what else should be noted with this permit?

A

Permit to Fly - Example, Aircraft away from base suffers heavy landing and damage is found to be out of limits. This means Aircraft doesn’t satisfy airworthiness requirements, if only repair can be done at home base, A permit to fly can be issued.
Implications are no passengers and limitations in flight will be applied i.e landing gear down, not above x Flight level etc

Only EASA, DOA, POA or CAMO (non-design relationed implications) can issue Permit to Fly

A

The National Authority (IAA) can issue an EASA CofA for aircraft within Ireland and only when aircraft is flying outside EASA i.e lease companies with aircraft on register etc - then they can issue an IAA CofA

'’When it is established the aircraft is in compliance with its TCDS the IAA will issue it an EASA Certificate of Airworthiness. For Irish registered aircraft whose regulatory safety oversight will be delegated to a third country and the aircraft will not be used by an EU operator, the IAA shall issue an National Certificate of Airworthiness’’
