- OPNAVINST 3500.39 - Identifies steps to perform.
- OPNAVINST 5100.19 (SOH program) - Authoritative document identifying the use of OPNAVINST 3500.39

Define “high-risk” course
- Elevated probability of loss or an increased level of severity is likely or imminent
- situations that require special attention and/or intervention to prevent a declining situation

Discuss what type of courses are considered “high-risk”.
Any course that exposes the crew, staff, students and/or assets to the potential risks of death, permanent disability, or loss during training.

Discuss the differences between vouluntary and invountary courses
Voluntary
* Training in which a Sailor has voluntary enrolled
* Has the ability to Drop On Request
Involuntary
* Training in which a Sailor is enrolled thru accession training or follow-on specialty skills school.

Discuss what Drop On Request “DOR” is and the procedure for conducting one
When a student in a voluntary or high risk course desires to quit or “DOR”
* Student needs to make intentions know
* Student will immediately removed from the training area
* A summary of action is entered in students service record and maintained in the commands permanent record

Discuss what Training Time Out “TTO” is and the procedure for conducting one
Immediately ceases training when anyone expresses concern for safey or a need to clarify procedures/requirements.

Discuss the purpose of the Emergency Action Plan (EAP) and how often must it be reviewed for accuracy of information. Identify the periodic requirements for fully exercising the EAP. How often is it to be fully exercised?
- An internal plan to be implemented immeiately upon report of a mishap to aid involved persons and to control and/or safeguard the scene
- Must be developed for all training evolutions
- The EAP must be reviewed quarterly and fully exercised annually

- At a minimum Safety Standdowns shall be conduct once per year
- Additional Safety Standdowns may be warrented at the discretion of the commanding officer

(A training mishap is any mishap that occurs to instructors, students, or assets while conducting formal, traditional, nontraditional, or unit level training as a result of of the curriculum or the enviroment)

- CCA Develop Site Augment Plans with unique training situations, as required, for high-risk courses
- Ensure instructors are certified to instruct utilizing safety requirements, precautions, and safeguards relative to the course(s) they teach

- Used for Vouluntary Training
- Identified by a special course indicator code of “A” or “D” in CeTARS

- CUIT is designed to prepare instructors to teach in a high-risk course
- Must include all items of high-risk
- Familiarization with basic tenants of high-risk training and safety will include mitigation, protocol, and policy

All high-risk instructor canadates shall have the following procedures completed

* Medical Officer Interview, Record Review and Questionnaire
