1- Mission Command and MTO's Flashcards
Define the US Air Force mission command philosophy
“Philosophy of leadership that empowers Airmen to
operate in uncertain, complex, and rapidly changing
environments through trust, shared awareness, and
understanding of commander’s intent.”
- Use of commander’s intent to empower Airmen
- Use of decentralized command
Describe the Air Force Mission Command Model (CC-DC-DE)
Centralized Command, Distributed Control, Decentralized Execution
Describe the 5 C’s of Mission Command
- Character (respect and trust)
- Competence (can you do your job?)
- Capability (your organizations ability to use mission command; organizational process)
- Cohesion (unity, pride, morale)
- Capacity (your ability to execute the mission using mission command; culmination of the other 4 C’s)
Explain how mission command applies to engineer teams
Commanders don’t know the specifics of how to use equipment/do specific jobs BUT can convey intent for teams to carry out the mission; SQ/CC uses centralized command to issue intent - distributes control to FGOs, SNCOs, CGOs, etc - use of decentralized execution by Airmen when working on the job
List the USAF modified five-paragraph order format
- Situation
- Mission
- Execution
- Force sustainment
- Command, signal, and communications
What is Centralized Command?
One person in charge, commander responsible for authority and planning
What is Distributed Control?
Commander gives intent and authority, NOT specific instruction; delegates authority to staff to plan/coordinate
What is Decentralized Execution?
Decisions are made where the info is; Airmen make decisions and have flexibility
What is mission command?
Framework of CC-DC-DE AND the philosophical, organizational, and cultural elements needed to carry it out
What is an OPORD and when do you use it?
Operations Order; initiates operation, specifics of who, what, when, and where
What is a CONOP?
Concept of Operations; not an order, describes commander’s intent and basis for further planning
What is a FRAGO?
fragmentary order; abbreviated OPORD, sent once operations are underway to change or update existing OPORD
What is WARNO?
Warning Order; preliminary notice that there will be a new mission or change in operations; heads up for personnel but does not have specific details
Define mission type order (MTOs) and their hierarchy
- Technique for writing orders
- Provide subordinates with info they can’t determine on their own
- Align with high level orders
- Follow commander’s intent
