Prime BEEF: 1963-64 CE Manpower Study Group realized that there was no rapid response capability for emergencies and no consistency between civilian/military across installations/commands
RED HORSE: need for more heavy construction capabilities in Vietnam; accomplish major repairs when contracts aren’t readily available
Describe how the Salty Demo exercise impacted Civil Engineer organization
EOD and disaster preparedness were added to CE squadrons because the failure of the exercise showed they needed to be under the same squadron
Explain why the Air Force disagreed with the recommendations of DMRD 967
- The Air Force uses its bases as power projection platforms
- already not enough CE employees
- AF needs a higher level of responsiveness and productivity from CE because of the way we use them

Self sufficient, mobile heavy construction unit capable of rapid response and independent operations

A recommendation to consolidate base CE functions (basically make CE functions for bases civilian)
