In gases, the particles have high energy and the forces of attraction between the particles are weak

A force is exerted at a given distance from a pivot. A moment is therefore greater if the force supplied to system is greater and the distance from the pivot is greater

That the clockwise sum must equal the anticlockwise sum for it to be balanced
