Secretary of State for India, Montagu proposed some form of self government from Britain to India but no timescale was given

Combined Anarchical and Revolutionary Crimes Act with the idea that imprisonment without trial, censorship and house arrest of suspects be made
This turned into a law in 1919 but was heavily opposed

1919 A response to Rowlatt Acts where Dyer and British soldiers killed 400 and wounded 1500 and Dyer wanted to set out martial law after

Opinions were divided as some saw Dyer as brave and upholding the Raj while others saw him as ruining any opportunity for the unification of Indian Nationalists and the Raj
