The army remained loyal , number of minor mutinies mainly refusal to obey orders (1/3 of infantry units were effected by some kind of disturbance)

A
- 6 December military reforms brought the soldiers back on side
- their pay was increased and their terms of service reduced (e.g from 4 years to 3 years for infantrymen)
-promised increased meat rations and tea and sugar - better food - no longer forced to do labour in the civillian economy
- elite army units + Cossacks rewarded with money and privileges
