-stolypin’s land reforms= although faced lots of opposition

-education law 1908=laid foundations for universal education esp compulsory primary schools for 8-11 year olds

-improvements in army and navy

-restoration in justices of the peace, replacing hated land captains

-progressive national health insurance schemes pay sickness benefit to workers
