Elite theory
The elite, or wealthy, are the ones in control of the government.
This occurs because they can provide funding for campaigns and financial support for their views.

Politics
Politics is about who gets what, when, and how.
Pluralist theory
Interest groups have political power due to their strength in numbers, ability to raise funds and technical information.
Different groups will govern at different times.
Hyperpluralist theory
No one governs because there is gridlock.
The government is paralyzed because of disagreements between congressmen.
Bureaucratic theory
Government agencies govern.
This is because they make the details about laws and enforce said laws.
They also have technical expertise and specialized information.
