The primary role of the OC body in the PM is to observe, record and deal with exhibits associated with the body appropriately.

The major role of the FLO is the day to day management of the partnership between the Police and the family of the deceased. The primary function of the FLO is that of an investigator and not a support person. But the FLO has an obligation to to refer the victims to the relevant support agencies.

-The main aim is to identify the offender, evidence, witnesses.

  • Witnesses should be identified by a variety of means, CCTV, area canvass, other witness and victim statements, media released, anniversary releases
  • Once they are identified, a risk assessment should be conducted to determine how the witness is to be approached. IE in need of specialist interviewer or if statement taken are they vulnerable to threats and intimidation.
  • Reluctant witnesses /uncooperative witnesses are so due to multiple reasons. This should be brought to the attention of the OC investigations. Usually out of fear or self incrimination. Crown may seek from the solicitor general immunity of a person to give evidence as they may incriminate themselves

  • Obtain all information regarding the suspects and persons of interest
  • Thoroughly profiling and investigating all suspects and persons of interest so the OC investigations can determine their involvement

  • Is to establish and mantain the exhibit management system PROP or IMT and to maintain security, continuity and integrity of the exhibits. This is done by ensuring that the labeling, packaging and storage of the exhibits is maintained and recorded accuretly and any movement is also recorded and the reason for its movement. the OC exhibits officer is responisibkle for the time the recive the exhibit, through to storage, movement, examination, trial and up to the disposal or returning to the owner.
