Detail the roles and responsibilities of the OC suspect
Most of the time the offender will be located and arrested nearby or is known but not located yet.
In some cases there are times when the offender is unknown, this is known as a who dunnit case and the obtaining of that persons identity is then a priority.
What is the responsibility of the suspects team
- Obtaining information of the suspect
- Thoroughly profiling and investigating all suspects and persons of interest.
- Seeking evidence to cover all elements of teh offence
- dealing with and mitigating any defences
Management of suspects falls into 3 categories. what are they
- identificationa dn profiling
- Arrest/termination
- Interviewing
What is the role of the OC suspects team
- thoroughly briefing the suspects team with the details of the offence and scene exam, any POI’s, descriptions of the offenders and any potential MO.
- Determine investigation priorities
- Provide briefings and debriefings as new information comes in.
How would the OC suspects and their team identify a suspect
- analysis of the area canvass
- intelligence reports ie Police notings
- fingerprints
- DNA
- CCTV
- Telco data
- Witness evidence
- CHIS
- Response by the public from media releases
If the suspect is yet to be identified but an address the suspect address is confirmed, how does one go about identifying the suspect
- NIA enquiries
- Surveillance and monitor calls through a surveillance device warrant
- enquires with council and local authorites, ie electricity, gas to determine who is paying bills or registereed as living there.
Discuss what TIE is and what it can do
Trace, Interview and Eliminate
This is a method used to target certain groups or perople who may have been in the area at the time of the offence to identify them, interview and eithet eliminate or identify them as a suspect
When a suspect is identified what are some of the things to establish during teh profiel
- Full names and aliases used by the suspect
- cell number current and previous
- Residential address and addresses frequented
- Drivers licence numbers
- Passport number
- Work address
- Medical records
- Lifestyle and habits, ie movements
When attempting to establish the offenders movements on a specific time what can be accessed
- Polling data
- Police notings
- Travel cards (IE hop card
- CCTV footage
- swipe and access cards records.
- Financial records
- Auror and ANPR cameras if vehicle known
Before a suspect is interviewed what should be completed
- Who is to interview, ie level 2 or 3 interviewer
- Mode of interview - Video
- Determine the person to be interviewed and whether BOR is to be given
- Interview plan to be completed covering off the elements of the offence and any important topics to be covered. ie alibi witnesses, suspects background and movements on a specific day.
- consider assigning a monitor
- Ensue interviewer is fully briefed
- Ensure there are no linguistic issues
Discuss when force maybe used t obatin evidential material on a persn who has been arrested
If a suspect who has been arrested refused to allow Police or a medical professional under the request of the Police to search the person for evidential material on the outside of their body under s88 S and S 2012 then reasobanle force can be used to obtain that evidence such as gun shot residue or the victims DNA on his penis.
When dealing with a suspect what are some of the things that should be obtained from them that may assist in the investigation
Photograph
- The suspects front face
- The length of the suspect
- Clothing
- Distinctive tattos,scares and any injuries
- Obtain suspects hand writting
- Physcal description and note anything noteworthy, ie injuries, mental state, intoxicated.
