A
  • Shared powers between Indian ministers & Viceroy
  • Provincial councils (run by elected Indian ministers) were responsible for local government, health, education and agriculture
  • Legislative Council split: Lower house (Legislative Assembly) and Upper house (Council of State)
  • Reforms presented as step towards Dominion status for India

The Simon Commission (1929 - 30)

Reviewed India Act & recommended:

  • Federal govt system should be created across India (incorporate provinces & Princely States under direct British rule), provinces should be given more power and that defense, internal security & foreign affairs should stay in control of a British Viceroy

A
  • Created a Federation of India with the provinces still self-governing however Provincial governors still to be appointed by Britain and Viceroy could suspend self-govt in an emergency
  • Franchise expanded (7 increased to 35 million people)
  • But Rejected by princely states who wanted to continue their independence from rest of India

Indian Independence (1947)

  • Lord Louis Mountbatten sent to India and partition decided in April - May 1947
  • India & Pakistan to be granted independence however estimated 1 million people died in the violence

-States that if the interest of native Africans clashes with those of European, Asian or Arab settlers, the interests of the Africans should prevail. Imperial state would protect interest of Africans
