Receiving a complaint form
Employee who receives a completed complaint form shall indicate the following in the spaces at the bottom.
-Date and time complaint received
-Whether received by mail or in person
-Receiving employee’s name and ID number
If the complaint is not on the complaint form, the employee note the info on the document received. All written complaints no submitted on the county form shall be handled as if received on the county form. Should then forward the complaint to their commander.
Employee receiving an anonymous complaint.
Shall advise the individual of the complaint procedures and try to obtain the individuals cooperation. If the person wishes to remain anonymous , the employee must obtain as much info as possible and summarize it on the complaint procedures checklist. The employee shall then forward the checklist via the chain of command to the commander/director of the involved employee. If the identity is unknown, the employee receiving the complaint shall forward the checklist via the chain of command to their commander/director.
Receiving external complaints in person
When an individual requests a complaint form, the employee receiving the request shall provide the individual with the complaint form or ensure that one is mailed to his/her address.
Employees may include written comments describing the complainants demeanor and physical appearance on the bottom of the form. May not include opinions regarding the persons mental competency. If the person requests to speak to a supervisor the desk officer shall request one to the station immediately.
Complaints or criminal misconduct
Employees receiving complaints alleging criminal misconduct shall arrange for the individual to speak with a commissioned officer. If one is not available, a supervisor shall be contacted.
Complaints regarding use of force
Use of force complaints must be made in writing, notarized and filed within 90 days of the alleged brutality.
When IAD notifies an officer’s commander the officer is a respondent in a use of force investigation, they shall ensure that the officer contacts Psychological services within 72 hrs.
