The New Right
Conservative political view
Encourage privatisation and competition to drive up standards
State should not provide services roll back the state
State should not control individuals
Education should allow a country to compete globally
Schools are businesses and parents and pupils are consumers
Some are more naturally talented than others
Agree with functionalists that education should be run on meritocratic principles of open competition
Should socialise pupils into shared values and provide a sense of national identity.

Compared the achievements of 60,000 pupils from low income families in 1,015 state and private schools in the US.
Pupils from low income families do 5% better in private schools
Suggests state education is not meritocratic
State education has failed to create equal opportunities because it doesn’t respond to pupils needs.
Parents and communities cannot do anything about failing schools while they are controlled by the state
Private schools deliver higher quality education because they are answerable to paying customers the parents.

This should be via a voucher system which each family is given a voucher to buy education from a school of their choice
This may increase inequality as families are still likley to send pupils to schools closest too them .

Aims of Social Policy :Raising Standards
Privatisation of Education,opening aspects of the education system to private businesses
Quality Control: Ensures that all schools are providing the best possible education to the pupils ensured through OFSTEAD
Privatisation in education: Changing the internal process of the educational system to be more like a business
Aims of Social Policy: Marketisation and Economic efficiency
Economic efficiency Creating a work force that meets the need of society by teaching essential skills
Marketisation: Creating competition between schools and increasing choice for parents.
Aim of social policy: Equality of Education
Access:Being able to attend a good school regardless of socio economic background
Circumstance:Pupils should all start school at a similar level regardless of socio economic background
Participation: All pupils should have the chance to fully participate in all aspects of their education
Outcome: All pupils should have the same chances of academic achievement regardless of socio economic background
Evaluation of Social Policy in Education:
National Curriculum is ethnocentric
Cream skimming and Salt shifting
Postcode lottery
Pupil premium is too new to see the impact
