Rule 5
Not more than two times are given for a train at any station. Where one is given it is, unless otherwise indicated, the leaving time. Where two times are given they are the arriving and leaving time. Unless otherwise specified, time applies as follows: on singletrack, where rule 251 is in effect at the first switch where an opposing train clears. Where there is no switch, time will apply at the station. On two tracks where Rule 251 is in effect or where rule 261 is in effect time will apply at the station. Scheduled meeting times are indicated by figures in full faced type. The numbers of the trains to be met I shown in small figures adjoining, in brackets. Both the arriving and leaving times of a train are in full faced type when one or more trains are to be met between those times.
Rule 15
A train must not start until the proper signal is given. Each car on the passenger train will be connected with the engine by the communication signal appliance. If the communicating signal becomes an operative, the train may proceed after a proper understanding has been reached between the conductor and engineer as to how the train will be operated.
Rule 71
On singletrack where rule 251 is in effect: a train is superior to another train by right or direction. Right is conferred by form L and is superior to direction. Eastward regular trains are superior by direction to westward regular trains unless otherwise specified.
Rule 73
Extra trains are inferior to regular trains.
Rule 82
Timetable schedules, unless fulfilled, are in effect for 12 hours after their time at each station. Regular trains more than 12 hours behind either they’re scheduled arriving or leaving time at any station lose both right and schedule. There after, they can proceed only is provided by rule 97.
Rule 83
On singletrack we rule 251 is in effect, a train must not leave its initial station or terminal or enter single track, until it has ascertain that all opposing regular trains do that are superior have arrived or left. This information may be furnished on clearance card form A.
Rule 87
On single track where rule 251 is in effect inferior trains must clear the time and block of opposing regular trains by not less than five minutes unless otherwise provided by form L. When an inferior train is unable to clear the main track. A crew member must protect the head end as provided by rule 99.
Note: when assisting a train by Form L line 1B Authority, the assisting train may run on the scheduled time of the disabled train on any portion of track in which the assisting train will run.
Rule 88
On single track where rule 251 is in effect, extra trains will be governed by form L with respect to opposing extra trains. At a meeting point between extras, the train in the Westward direction must take the siding unless otherwise stated by the form L
Rule 92
On singletrack where rule 251 is in effect, a train must not leave a station in advance of its schedule leaving time on two or more tracks were rule 251 is in effect or where 261 is in effect,A train may operate in advance of its schedule leaving time except at passengers station where it is scheduled to receive passengers. At Passenger stations, verbal permission from a representative of the general superintendent transportation will be the authority for a train to depart.
Rule 93
On singletrack where rule 251 is in effect, yard limits are specified by timetable special instructions and indicated by yard limit boards. Within your limits, movements not authorized by timetable schedule or form L may be made with proper signal indication or permission from the block operator. In yard limits, extra trains will move prepared to stop within one half the range of vision short of other yard movements or obstructions not exceeding 15 mph, unless the track is known to be clear by block signal indication.
Rule 95
Regular trains must be designated in form L’s and other forms by boat schedule an engine number. Extra trains must be designated by engine number and direction. All trains will be identified by the leading engine number.
Rule 97
On single track where rule 251 is in effect, extra trains must not be run without form L authority, except within yard limits. On two or more tracks where rule 251 is in effect or where 261 is in effect, Signal indication or permission from the block operator will be the authority for a train to proceed as an extra.
Rule 99
When required, the flagman must go back with the proper signals to protect the train. The flagman must, in addition to the minimum distances, take into consideration the grade, curvature of track, weather conditions, Sight distance and any other conditions which would affect the manner in which protection must be afforded. The minimum distance for flag protection is:
• manual block - 1200 ft
• automatic block- 500 ft
Upon reaching this distance, the flagman will display one lighted fusee. The front of the train must be protected the same way, when required. When were called and safety to the train permits, the flagmen may return to the train leaving the lighted fusee. Crewmembers are responsible for the protection of their train. Fusees must not be left on bridges or trestles.
Rule 100
Within designated limits specified in the timetable the main track may be used by proper signal indication or permission of the block operator without protecting against following movements on the same track.
Note: where manual block signal system rules are in effect, rule 99 will apply for following movements when a disabled train is awaiting the arrival of an assisting train.
Rule 152
When a train crosses over to or obstructs another track, unless otherwise provided it must first be protected as prescribed by rule 99
