Rule 502
A train must not into a block and a hand operated switch, or crossover or foul the main track, without permission from the train dispatcher through the block operator.
Trains receiving permission will operate at restricted speed to the next signal even though the indication of that signal can be observed before it is reached.
Rule 501
Automatic black signals, ASC cab signal indicators, or both, govern the use of blocks. They do not supersede the superiority of trains or dispense with the use of other signals, unless otherwise provided. (251 & 261)
Interlocking signals governing the use of routes leading to a block will also drop in the use of the block in the direction for which the route has been established. ASC cab signal indicators maybe use without block the signals, one authorized by timetable special instructions.
Rule 503
a) where rule 251 is in effect:
A train, which has passed beyond the limits of a block, must not reenter that block without a form L authorizing it to do so. When necessary to make a reverse movement within the limits of a block, movement may be made with permission from the train dispatcher through the block operator under flag protection at restricted speed
B) where rule 261 is in effect:
A train, which has passed beyond the limits of a block must not reenter that block without permission from the train dispatcher through the block operator or proper interlocking signal indication.
Rule 503 (I)
A train authorized to reverse its movement must operate at restricted speed to the stations or points name.
Rule 503 (II)
A train making a reverse movement to an intermediate point (not clearing an interlocking) and then being verbally authorized to resume normal movement with the direction of traffic must operate at restricted speed until governed by the more favorable signal.
When operating over a portion of track equipped with grade crossings, trains must approach the crossings prepared to stop and not proceed over crossings until gates are in the horizontal position, or protected by a crewmember until the train has passed the next interlocking signal.
A) when switching at an interlocking, movements may be made against the current of traffic, beyond interlocking limits, with permission from the block operator and under flag protection.
Rule 505
When a train clears the main track at a hand operated switch or cross over and the switches have been restored to the normal position, it must be reported clear of the block by the conductor, engineer or authorized crewmember. When the switches have been restored to the normal position, thereby clearing signals affecting the block, even though the train has not been reported clear of the block, the train was not reenter that block without permission of the train dispatcher to the block operator.
Rule 506
Equipment, which may not shunt track circuits or operate signals, must not be operated in automatic black signal system territory without authority from the train dispatcher and permission from each block operator in charge of the portion of track over which movements are to be made.
Trains must not be permitted to enter the track occupied by this equipment between block stations or interlocking’s, unless notified by form L to stop short of equipment which is occupying the main track without signal protection.
When the condition of the track is such that track circuits may not shunt properly, not more than one train will be permitted to run between block stations and interlocking’s, unless following trains are notified by form L to stop short of proceeding trains occupying the main track without signal protection.
Rule 508
When a train is operated against the current of traffic, manual block signal system rules will be any fact. Block stations named in the timetable indicate the limit of the manual blocks.
Rule 509
A train to stop clear of a stop and proceed signal and then will proceed at restricted speed to the next signal, even though the indication of that signal can be observed before it is reached. Where automatic speed control rules are in effect, trains will be governed by rule 407.
Rule 605
Interlocking signals govern the use of the routes of an interlocking and their indication supersede the superiority of trains. Train and engine crews are relieved from complying with the rules 99 and 152 within interlocking limits.
One switching at an interlocking, movements may be made against the current of traffic, Beyond interlocking limits, with permission from the block operator and under flag protection. Prior to giving permission, the block operator must determine that no trains have been given permission to enter the block, in the direction of the switching movement, from the next block station or interlocking.
The black operator must know that the switching movement against account of traffic has been made before admitting another train to that block in the direction of such movement.
Rule 629
A train must not pass the stop signal except one authorized by rule 241 or form L
Rule 669
A train stopped by the block operator while making a moment through an interlocking must not move in either direction until it has received the proper signal or permission from the block operator.
Rule 670
A reverse movement within the limits of an interlocking or a forward movement after making a reverse movement, must not be made without the proper interlocking single aspect or permission from the block operator.
Movements made with permission of the block operator must not exceed restricted speed to the next signal.
Rule 701
Radio Channels
Channel 1: train to fix location
Channel 2: movement bureau
Channel 3: yard and freight operations(except Babylon yard)
Channel 4: MofE intra-train and Babylon yard
Rule 703
Emergency radio transmissions will begin with the word “EMERGENCY” repeated three times to obtain the use of radio channels for the initial report of conditions endangering train movements.
Rule 705
All transmissions must be repeated by the employee receiving them except:
1) transmissions related to yard switching operations.
2) transmissions that our general in nature and do not contain any information, instruction or advise, which could affect the safety of railroad operation.
Rule 706
Employees shall not knowingly transmit:
- Any faults distress communication
- Any unnecessary, irrelevant or on identified communication
- Any obscene, indecent or profane remarks
Rule 707
Radio communications
ROGER- to signify that the message was received and understood. That you have repeated the information correctly.
OVER- at the close of each transmission to which a response is expected
OUT- at the close of each transmission to which no response is expected
