Water; for both beacons
A
Place in raft
Attach cord to side of raft
Throw into water and within 5 minutes it should work

On land for S;
A
Break water soluble bands
Remove plastic bag and place lower end of beacon into bag
Fill bag with inpurable water
- keep in vertical position

On land for SE;
A
Break the water
Turn the switch to XMT
Keep in vertical position
