What is VAWSEEPO?
A systematic approach to help guide Police to get the most out of their investigation.
What does VAWSEEPO stand for?
Victim Appreciation Witness Scene Exhibits Elements Powers Offender
Victim
Victim may also be the informant but not always.
• The victim is the person offended against.
• The informant is the person who advises the police of the incident.
Obtain their full particulars (name, address, Ph number, DOB etc)
Obtain details of the incident using open ended and probing questions (TEDS, 5WH+H)
Appreciation
Appreciation is used to assess any given situation or incident and decide on the best course of action to take. Mental or written
Things to consider:
-What do you want to achieve?
-Factors relevant to achieving your aim.
-Alternative courses of action open to you.
-A plan outlining the best course of action open to you.
-any safety issues for you, other staff and members of the public
-what assistance is required/available
-time constraints
-resources, such as other staff, lighting, barriers, protective equipment and communications.
Witness
Witness- locate and find out what happened.
Obtain full particulars
TEDS and 5WH
Scene
Identify the scene (or scenes), including entries or exits. Keep scene boundaries wide. Implement Scene Guards.
Control - all movement to and from, activity within
Freeze - everything in original state
Preserve - all relevant exhibits
Exhibits
Preserve and or seize. They can tell the story of what happened.
Make an appreciation. Need help? Safety issue? Risk to exhibits? (deterioration etc).
Elements
Identify what offence has been committed and establish that all the elements for that offence are present. Make appreciation on how to prove each element e.g victim statement matches offence, other inquiries need to be made?
Powers
What powers are available to you. Arrest/detain? Search/Seize? Make appreciation.
Offender
Decide whether to warn, report or arrest the offender(s
