Members are authorized to use department approved , non deadly force techniques and issued equipment to:
- Protect member or others from physical harm
- Restrain or subdue a resistant subject and/or
- Bring an unlawful situation under control
Members involved in Use of Force Incidents shall notify their supervisor as soon as practical and shall complete use of force when:
-UOF results in physical injury
-UOF incidents that a reasonable person would believe is likely to cause an injury
-incident where a CED is discharged
-firearm discharged
-complaint of pain from suspect not from minor discomfort due to handcuffs
If immediate supervisor was also involved in force incident who will assume duties of reporting procedures?
Supervisor or equal or higher rank
What penal law is a C felony and is violated when a police officer commits the crime of criminal obstruction of breathing or blood circulation or used a chokehold and causes SPI or death
Aggravated strangulation
What penal law is an A misdemeanor with the intent to impede normal breathing or blood circulation applies pressure of the throat or neck or blocks the nose
Criminal obstruction of breathing or blood circulation
In regards to UOF when will you notify the District CO ( Duty Captain)
-Firearm is discharged unintentionally
-Member discharges firearm intentionally or it appears the member used excessive force against another person
-UOF results in an injury to a member or another person
*will only notify during firearms training or off duty recreational shooting when discharge results in injury or property damage
During what instances will a Supervisor notify both IAB and the on-call duty detective for a UOF incident ?
-firearm discharged unintentionally
-firearm discharged intentionally (except training and recreational unless property damage and/or injury)
-excessive force
-UOF injury results in SPI, hospitalization, death
What is a serious incident?
Action by any member that results in SPI or death to another person or that member or any discharge of a firearm (except training, recreational shooting, lawful destruction of an animal) or any incident deemed appropriate by the Chief
