Commanders control military installations and are allowed to search most areas under their control

States that just because a RIGHT was not mentioned in these Amendments, does not mean that the gov can use this as an excuse to deny other rights

Adopted to reassure people that the national gov would not swallow up the States:
“The powers not delegated to the US by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people”
