And applied directly to all member state governments. They come into effect on the date of publication but are seldom sued due to inflexibility
Explain EU directives
Addressed to member states and binding with regards to results to be achieved but flexible as to the means of implementation. Achieved by the passing of national legislation

What is EU council decisions
Applicable directly to whom they are applied (member states, groups, or individuals) often administrative and used to ratify international agreements. They legally binding and may be directly effective
What is EU recommendations and opinions
Not legally binding and only have a persuasive effect
