The laws was passed to help avoid harm or risk of harm. THis includes preventing people who are unsuitable to work with children and vulnerable adults from gaining access to them through their work. As a result of this act the independent safeguarding authority was established

Key features
The six features of safeguarding:

• Empowerment- people being supported and encouraged to make their own decisions and informed consent.
• Prevention- it is better to take action before harm occurs.
• Proportionally- the least unwanted response appropriate to the risk presented
• Partnership- local solutions through services working with their communities.
• Protection- Communities have a part to play in preventing, detecting and reporting neglect and abuse
• Accountability- accountability and transparency in safeguarding practice
