They focus on taking practical measures to make crime less attractive and try to CONTROL, CONTAIN and PUNISH offenders = reduce rewards, increase costs

Police should control streets so law abiding citizens feel safe.
‘Broken windows’
Neighbourhoods should be maintained in an orderly fashion so petty crimes are dealt with immediately (stop and searches)
