What are key points when attending incident on road
Maintain regular communication with control rooms, including
Progress on incident management
The type of traffic management measures that have been implemented
An estimation of when the carriageway could be reopened
Handing over command and control of the scene to the appropriate partner agency
Holding debriefs that identify and agree lessons learned etc.
Explain roles and responsibilities of partner agencies working with police to investigate cause of incident safely
Working together and supporting one another in accordance with standard procedures to co-ordinate actions at the scene
Reducing the risk of danger to themselves and other road users, by adopting safe working practices at incident scenes
Having effective and coordinated leadership from individual partner agency scene commanders. Leadership at an incident will rest with the first person on the scene until relieved by a designated commander
When would police LEAD on incidents on road?
Death or injury including collisions and suicides
Suspected, alleged or anticipated criminality
Threats to public order and public safety
Occurrences where the powers in law or skills of a constable are required

Define Section 170(1) Road Traffic Act 1988
Owing to the presence of a mechanically propelled vehicle (MPV) on a road or other public place, an accident occurs whereby;
personal injury is caused to a person (other than the driver of that MPV)
OR
damage is caused to:
a vehicle (other than the MPV or any trailer drawn by it)
OR
an animal (other than one in or on that MPV or any trailer drawn by it)
OR
any other property, constructed on, fixed to, growing in or otherwise forming part of the land on which the road or other place in question is situated or land adjacent to such land.
Explain “owing to the presence of MPV”
‘Owing to the presence’ means the vehicle has to be on the road or other public place and that vehicle being there has to be the cause of the injury or damage.

A vehicle is any kind of carriage or conveyance and includes

Explain Mechanically Propelled Vehicle
A mechanically propelled vehicle is, quite simply, a vehicle that is constructed so that it can be propelled mechanically by steam, electric, petrol, diesel, oil or gas.

Explain Motor Vehicle
A motor vehicle is defined as ‘a mechanically propelled vehicle intended or adapted for use on roads’
A car with a flat battery is still a ‘mechanically propelled vehicle’
Test of whether a vehicle is ‘mechanically propelled’ is one of construction rather than use.
Define Road
any highway and any other road to which the public has access, and includes bridges over which a road passes.

Define carriageway
A way constituting or comprised in a highway, being a way (other than a cycle track) over which the public have a right of way for the passage of vehicles.

Define Driver
Includes a person who takes a vehicle out on a road, and remains the driver until s/he finishes their journey
A person can still be a driver even though they have stopped and switched off the engine
