What is TOF?
Is a training and operational guide tool to assist constables to decide when, how and to what level to use tactical options
What is TENR?
Threat assessment method TENR is a decision making process that supports timely and accurate assessment of info directly relevant to safety of police and others
Response must be: Timely. proportionate and appropriate

Why is complacency a problem?
Complacency is where you fail to assess and re-assess and evolving situation
- this can lead to preventable accidents or incidents
What does TENR stand for with descriptions?
THREAT - Intent, capability, opportunity and environment
EXPOSURE - Police employees, police operations, public
NECESSITY - DO i need to act now? Later?
RESPONSE - How do i respond, what is my plan.
- Proportionate, necessary and
appropriate/reasonable

Purpose of TOR
Helps improve staff and public safety
Data is stored and saved for research
When do you need to complete TOR?
Use of force for ALL
-weapon, handcuffs, spray, taser etc
Timeframe for submitting TOR
By end of shift
OR
If approved by supervisor can be given 72 hours

Identifying particulars for summons
- Applies when constable has good cause to believe suspect has committed an offence and intends to summons.
- can detain for as long as particulars take to receive and can use reasonable force is necessary when securing particulars

- Cooperative: complies with police
- Passive resistance: not moving ie. non violent protestors
- Active resistance: above verbal. saying wont leave AND pushing away
- Assaultive: punching/kicking, intent to assault
- GBH: weapon
