Like the team captain for the group of senators who are not in charge. Imagine you have two teams playing a game, and one team is winning and making most of the rules. The other team has a captain who helps organize their team and makes sure their ideas and opinions are heard. The Minority Leader is the captain for the senators who are not in charge of making all the decisions (as opposed to the Senate Majority Leader)
