Who are the 2 police agencies in London? What are their jurisdictions?
The City of London Police controlled the London city center and had jurisdiction over Catherine Eddowes who was killed in the city centre
The Metropolitan Police was established by Robert Peel in 1829 to serve the rest of London and had jurisdiction over the rest of the murders
Why did people not trust the police?
The public feared the police were spies for the government, agents of the state and not actually there to serve the public so they didn’t feel safe or secure under their protection
What were some problems with the police? (2)
The training was abysmal with officers pulled from all backgrounds and poorly organized
There was also completion and infighting between the two police forces which works against their job to serve the community as information wasn’t shared and it was no longer about fighting crime but each other
Who was Charles Warren? Why did people not like him? (2)
He was the commissioner of the Metropolitan Police during 1888
During Bloody Sunday in 1887, the poor gathered to protest their working conditions and Warren physically and violently forced them out which made him lose the respect and trust of the public and press after that who vilified him
When graffiti was discovered in Ghoulston street shortly after a Jack the Ripper killing saying “the Jews are the men that will not be blamed for nothing”, Warren insisted it be removed out of fear the Jews would be targeted and riots would emerge but the public and City of London police said it was evidence and he shouldn’t have removed it
These acts made the public and the press hate him
How were the police at a disadvantage when tracking the killer? (6)
Modern aids to killer detection were unknown or underdeveloped (profiling, DNA, finger printing, etc.)
The district favored Jack over the police since he was more familiar with all the alleys and tunnels
Victims themselves contributed to their own victimization because of their profession
They did not have enough officers employed in detective work to follow their inquiries
People didn’t trust or like Commissioner Warren
There was political infighting between police organizations as well as individuals such as Charles Warren and the commissioner of the City of London police
