What did the Emperor and the government do in Ancient Rome?
A
- They funded public works to promote good public health. They thought healthy citizens were less likely to rebel and healthy workers and merchants were important for a prosperous empire.
- Galen was the Emperor’s doctor, and he was encouraged to publish his texts. He taught many other doctors

What did the government of the early Middle Ages do?
A
- Kings and their advisers had little interest in medicine. They were more interested in defending the kingdom and did not realise healthy subjects would help with this.
- The lack of interest had a negative effect on public health- public baths fell into disrepair for example.

- The government’s of France and Germany were willing to fund each of them because of the rivalry between the two countries.
