2) principle that Internet service providers should enable access to all content and applications regardless of the source, and without favoring or blocking particular products or websites.

eg (video) Netflix accounts for up to 30% of bandwidth use – a huge amount. The ISP’s say that users who don’t pay for Netflix shouldn’t have to suffer with slow internet because of so much bandwidth going towards people who use Netflix.
-> ISP’s want to charge content makers for access to customers.
