they were strongly critical of the Tsar + bought Witte’s resignation
they wanted seizure of land with no compensation
First Duma failures
they were dissolved in 10 weeks
Tsar said demands were ‘totally inadmissible’
Second Duma
February - June 1907
prime mister = Pyotr Stolypin
Bolsheviks, Men + SRs participated = more extreme left wing
Stolypin struggled to find support for agrarian reform program + had to use the Tsars emergency power
Second Duma Failures
Stolypin spread a rumour that the Duma was planning to assassinate the Tsar + dissolved the Duma + arrested radical delegates
passed a law to alter the franchise so peasant rep went down
Third Duma
Nov 1907 - June 1912
submissive Duma but was still critical of the Tsar
relation between gov + duma = more cooperative
Stolypin able to work with octoberists
right wing tried to stop stolypins reforms in education, national health insurance + restoration of JPs
Third Duma Failures
1911 relations broke down + Duma suspended twice
Fourth Duma
interrupted due to WW1
composition similar to 3rd Duma but rightists were stronger
No. Pskls increased sig in 1914
led to improvements in literacy rates

Duma were suspended + less active due to war
