between the USA and the Soviet Union, during the Cold War
to see who could have the most weapons and supremacy in nuclear warfare.

The belief was that the more
nuclear power you had, the
more powerful you would be.

civil defence was when both superpowers built large radar alerts to detect bombers and missiles.
