what: Virginia set out calls for all states to come to convention to discuss solving problems and reform
- only 5 states showed up
- things needing to be fixed
- british on frontier
- spanish closed the Mississippi
- importing more than exporting
- veterans not being paid
- government needed money wanted to impose 5% tariff on imports, Rhode Island said no
- Shays Rebellion- crops failed, taxes being imposed, farmers don’t have enough money to pay, banks beginning to foreclose.

what: still in Ali with the French, british began to attack french area in West Indies. Had to make decision whether to fight against british again or break ali… stay neutral. Washington led to more of the not fighting side and staying neutral. Not helping with the political sides in any means. Still decided to trade because of economic reasons, only under respect of neutrality.

Whiskey Rebellion

A

Who: farmers, washington, government, alexander hamilton
When: 1793
Where: Pennsylvania
What: farmers in pennsylvania made whiskey from surplus crops, the government wanted to tax to make a profit. Led to farmers being felt like singled out by government led to a rebellion where they didn’t pay the taxes. Washington appointed Hamilton for leader of the 13,000 troops in charge of stopping rebellion. Pennsylvania basically hid the makers so the troops only found 2, washington pulled troops out…. this led to the whiskey makers to move to Ohio since it was only a territory.

what: French started attacking U.S shipping, Adams sent 3 people, Tallyrandal refused to talk until $250,000 was offered. U.S begins to come up with money and he sends 3 people to come talk X,Y,Z, tallyrandal doesnt even talk himself. Made America upset because we were not being taken serious at all. Put together navy (40 ships) and started attacking the french shipping, which ignored ali. Hamilton wanted war, america more appealing to euro led to threat of Native Americans.

what: Spain gave Louisiana back to French, offered to U.S. Jefferson wanted to take it but wasn’t sure if he could due to the constitution. Thought about making an amendment but realized take too long. with approval of gov stated it was a good thing and benefit for our country. Some people upset because they did it secretly. Put final offer on all of Louisiana at 15 million and it was a deal.

Missouri Compromise

what: started out with Tallmadge amendment that was rejected.. most were against slavery and didn’t want it so when Missouri petitioned for statehood most of them were slave owners which mean it would be a slave state. So congress fought and fought about it because the people wanted it be evenly balanced so things can be fair. Finally to please everyone they made Missouri a slave state while also separating maine from Massachusetts and making them a free state. led to senator Jesse B. proposal
