What happens when a vessel currently under EAS is given a high risk rating by the MCA in their annual review?

A

The vessel will be removed from EAS and will be required to submit to Flag State inspections at 6 month intervals.

29
Q

Survey Schemes - EAS

Which doc is issued to state that a vessel has been accepted into EAS?

A

A letter of notification of extended authorization

30
Q

Survey Schemes - EAS

What is a “selected ship”?

A

A vessel categorized as low or standard under the MCA’s risk profiling system

31
Q

Survey Schemes - EAS

What is a Flag State Inspection under EAS?

A

Flag state inspections are distinct from normal certification surveys, with the frequency based on the vessels risk profile.

They are carried out by MCA Surveyors and are similar to a Port State Control “Expanded Inspection” with additional elements covering particular risk areas and operational standards relating to ISM, ISPS and MLC

32
Q

Certificate of Registry (CoR)

What information is included in the CoR upon completion of the registration process?

A
  • Information about the vessel, such as its particulars
  • Identifies the owner of the vessel
33
Q

Certificate of Registry (CoR)

Gross tonnage measures the total internal volume of a vessel

Net tonnage measures the vessel’s cargo-carrying capacity

37
Q

International Tonnage Certificate

Why is it important that the gross and net tonnages of a vessel are determined?

A

These measurements form the basis for safety and crewing regulations, registration fees and port dues calculations

38
Q

International Tonnage Certificate

Who is authorized to conduct tonnage measurement surveys?

A

“Tonnage Authorities” with are authorized by the MCA.

For vessels over 24m, these are basically the normal UK RO’s, but there are some other organizations for vessels under 24m.

40
Q

What would happen to the SMC of a managed vessel if the DoC was withdrawn?

A

The SMC of a managed vessel is dependent on the company holding a valid DoC for that vessel type.

If the DoC is withdrawn, the vessel’s SMC becomes invalid immediately and the vessel will be unable to trade.
