Employment is not something that happens only when all previous phases have been completed and is not necessarily done only after all preparations are complete and executed all-at-once, on command, across the entire theater.
Employment can be nonlethal political and organizational activities information and influence activities or agitation or street demonstrations by public component front groups is no less resistance employment than a guerrilla force setting an ambush of an enemy supply convoy in a mountain pass
Phase 7 (2)
The Army has realized that the guerrilla force is only one aspect of the resistance; all of the multifaceted considerations of a resistant society had to be considered and, where possible, assisted to transition from hostilities to the post-conflict reality
There are two characteristics of the transition phase
o Reintegration/ disposition of resistance
o UW End state/ Political End state
