What are the principles of rowing
D.I.L.E
-Development of the Individual - Individuals, through rowing, acquire experience in selfdiscipline, determination, commitment, respect, teamwork, integrity and fair play.
-Inclusiveness - Rowing competitions and meetings are organised to provide friendly interaction between the participants and to contribute to a better understanding between people and nations. The rowing community forms a worldwide “family” based on the ideals of peace, friendship, fairness, understanding and solidarity.
-Lifetime Sport for All - Rowing promotes physical fitness, time honoured values and shared experiences from youth to old age. Rowing is a competitive and recreational
activity for all.
-Environmental Responsibility - Rowing is a sport which requires, and is harmonious with, clean air and clean water. The rowing community is dedicated to the responsible and sustainable management of natural and physical resources especially where rowing is practised.
What are World Rowing’s governing principles?

2.1 Integral Part of World Sport - World Rowing is committed to the goals and values of the Olympic and Paralympic Movements and is an active contributor to the world of sport in cooperation with the other international federations and world sports organisations.
World Rowing supports and promotes international competition, the inclusion of rowing in multi-sport international competitions and representation on international sports bodies.
2.2 Independence & Autonomy - World Rowing endeavours to keep rowing free from political and commercial restraints and is committed to preserving the independence and autonomy of sport.
2.3 Priority to Rowers and Rowing - World Rowing is committed to ensuring the well-being, health and interests of rowers and rowing, present and future, is central in all decisions
of World Rowing.
2.4 Integrity - World Rowing is committed to the highest ethical standards in all its activities and to ensuring that rowing is a safe, positive, respectful and inclusive environment, free
from harassment and abuse. World Rowing is a recognised leader in the fight against doping and is committed to preventing the manipulation of competitions.
2.5 Fairness and Equality of Opportunity - World Rowing is committed to the principles of fairness and equality of opportunity, both in competition and at all levels of the organisation.
2.6 Non-Discrimination - World Rowing is committed to diversity, inclusion, accessibility and non-discrimination. The enjoyment of the rights and freedoms set forth in these Statutes shall be secured without discrimination of any kind, such as race, colour, sex, sexual orientation, age, disability, language, religion, political or other opinion, national
or social origin, property, birth or other status. World Rowing seeks gender equality in all aspects of the sport.
2.7 Sustainable Practices - World Rowing is committed to practices that respect and safeguard the communities and ecosystems in which the sport of rowing is conducted. World Rowing integrates responsible and sustainable practices into its own operations and in the planning and staging of its events. It strives to educate its communities on sustainability principles and to advocate for sound sustainability practices throughout the global rowing community.
What are the objects of World Rowing?

1. To establish and enforce World Rowing’s Statutes, Rules of Racing, Bye‑Laws and Event Regulations;
2. To be the final authority for all international rowing competitions and, within the limits of its authority, at multi-sport competitions;
3. To preserve the integrity of rowing by ensuring fair sporting competitions, a safe environment and the protection of clean athletes;
4. To promote rowing in all its forms and encourage its universal development. To establish development programmes, organise training courses, stage events and develop public relations and media opportunities;
5. To conduct World Rowing Championships, and other world-level rowing competitions, including those staged at Olympic, Paralympic, Youth Olympic, regional, and continental Games and multi-sport competitions. World Rowing may support rowing events at all levels
for its recognised organisations.
Who decides the location of WR’s headquarters, and where are the HQ currently?
Council (current HQ is Lausanne SUI)
Which authority shall decide all questions of interpretation of the WR Statutes, Rules etc?
Executive Committee
Whose signatures provide the binding authority for WR?
President and one other member of the Executive Committee. If President not available, it shall first pass to VP then to the Treasurer.
What are the two criteria for a rowing federation to become a member federation?
- includes the majority of the active rowing clubs in its country.
- cover the territory of a country that is recognised as such and as an independent state by the international community.
What are the rights of Member Federations?
A.S.N.E.E.
1. To APPOINT delegates to take part and vote in Congress and other general meetings open to MFs
2. to SUBMIT proposals for inclusion in the agenda of Congress
3. to NOMINATE candidates for elections or appointments
4. to ENTER athletes into WR competitions
5. to EXERCISE all other rights arising from these statues and rules
What are the obligations of Member Federations?
A.A.I.
1. ABIDE by and comply fully with statutes, rules, event regs, anti-doping code, safeguarding policy,, safety advisory.
2. ACCEPT as binding the final decisions from authorities within WR and recognise the Court of Arbitration as the only external authority.
3. IMPOSE the obligations above on its members.
4. be GOVERENED by statutes consistent with the principles of the Olympic Charter, be recognised as a member by the National Olympic Committee, have board elections validated and recognised by their NOC.
5 NOTIFY WR immediately of any material changes to statutes, officers, contact details.
6. REQUEST any kit/colour changes 3 months before competition.
Who should a MF submit a request for uniform design changes to, and by when?
To Executive Committee, no later than 3 months before their first use in competition.
When does a new MF start paying a subscription fee?
After first three years’ membership.
How is the MF subscription determined, and by whom?
Based on level of participation in major events during the last Olympic cycle. Formula proposed by Council for approval at Congress.
Who should the application to become an MF be sent to, and by when? And, what should it include?
Executive Committee - no later than 3 months before the next Congress.
Include - Statues (in a WR language); details of governance structure; list of the clubs it represents included addresses and report of activity of those clubs; approval for the design of uniform and blades; and other info as requested by WR.
If an MF does not fully comply with its obligations, who can issue a sanction and what are these?
Executive Committee:
- after giving the MF a warning including deadline to adjust its status and correct, ExCo may do the following:
1. Financial penalty
2. Suspend - totally, or partially until a set of measures are met
3. Remove or deny accreditation, or exclude athlete/officials/reps from WR activities.
4. Impose any sanction it deems to be appropriate.
ExCo may also take appropriate measures against an MF associated with a national organisation that has been sanctioned by the IOC, IPC, WADA, FISU etc.
If MF does not fulfil the conditions of membership, or sort itself out, CONGRESS MAY EXPEL that MF.
What are the consequences for a MF that is in debt with WR? Who has the authority to do what?
EXCO can SUSPEND
CONGRESS can EXPEL
No member of that MF may stand for election/nomination.
EXCO can ban or supsend teams/officials/and commission members from competitive and WR events.
Who can expel a MF?
Congree (not meeting obligations of MFs, or debts).
Who does a MF give notice to if it wishes to resign?
Executive Committee
sent by registered post.
What is the definition of a Continental Rowing Confederation?
includes all the MFs of that continent.

What are the rights of Continental Confederations and Member Groupings?
APPOINT up to three delegates to attend Congress. no voting (one delegate for Member Grouping).
SUBMIT proposals for inclusion in the agenda for Congress.
ATTEND WR events, including MF conferences on invitation by WR President.
What are the obligations of Continental Confederations?
SUBIT annual report of its activities
COMPLY fully with the statutes, rules, event regs and decisions by WR
PROVIDE for the Continental Rep to be an ex-officio member of the Confed’s Exec Board.

What are the Additional Items of a Congress Agenda?
2.1 Reports on applications for affiliation and voting consequent thereon;

How to get a matter discussed at Congress that is not on the Agenda?
If one third of MFs request it or if the President authorises it.
Council and ExCo can add items to Agenda (proposal) ideally before 3month deadline but can also submit proposal at any point.
When do requests to reconsider decisions by Council/ExCo need to be submitted for Congress?
No later than 3 months before Congress. Can only happen once and must be within a year from when the decision took place.
If Council/ExCo have a decision confirmed at a Congress, can a request for reconsideration be submitted within the following year?

Who decides when Extraordinary Congress is needed?
If Ordinary Congress decide.
If ExCo decide.
If one fifth of the MF subit a request in writing to ExCo with their reasons.
Who convenes an Extraorindary Congress and what are the timings?

How does a MF get to have 3 votes at Congress?
- Been a member of WR for at least three years.
- Competed at the major regattas with a total of at least 12 crews during the last Oly cycle (WRCH, U23, Junior, Oly/Para, Continental Games).
- For all crews to be at least 25% female and 25% male (excludes mixed).
