What does “STAR” stand for?
Supervisors Tactic For Armed Subject Response
Criteria for a supervisors response to the call: (3 things)
1) there is credible information that the subject is armed with a firearm or other dangerous weapon (not simulated or unseen)
2) Subject is acting in a threatening manner with the weapon
3) This will not include open carry subjects or pocket knives, when carrying the weapon in the sole justification for the call.
Dispatch will:
5 things
1) Dispatch will announce a “star protocol” by voice and activate a tone alert
2) Dispatches a minimum of three officers to the call
3) Dispatch will confirm the nature of the of the call with the area supervisor
a- SUPERVISOR WILL SELF-DISPATCH TO CALL
4) If area supervisor is unavailable to respond due to extenuating circumstances, he/she will designate a senior officer to respond and take command of the incident
5) If an acting supervisor or senior officer responds to the incident, Dispatch will request a sergeant/lieutenant from another area command to respond as well.
Supervisor will:

1) Supervisor/senior officer will be responsible for tactics and supervision of incident.
2) Supervisor/senior officer will announce their acknowledgment and respond
3) Supervisor/senior officer may make the determination for the use of a shotgun, rifle, arrest team, less lethal option or other tools/resources(ie, Shied, K9, Air unit, and SWAT)
4) Rifle deployment will be determined by department policy.
5) Supervisor/senior officer will call or direct an officer to contact ANSEC to get a complete work up on the subject when necessary.
Patrol Officer will:
3 things
1) Upon arrival, attempt to locate cover/concealment, as well as containment positions.
2) Utilize the contact cover method, if deemed appropriate, to make contact with the subject
3) The third arriving unit will form an arrest team and consider less lethal options for subjects armed with edge weapon.
If the call resulted in a legitimate threat, the patrol supervisor will complete an _______ _________ ________ which includes the information regarding a hazard on property and the subject involved.
