○ Authorization by ATC to fly at any appropriate VFR altitude while on an IFR flight
plan
■ Must abide by both VFR and IFR rules
○ Can fly through clouds to get the prescribed altitude
○ If you decide to cancel IFR when on top of the clouds, you are now VFR-over-the-top

○ Flying VFR over the top of clouds
○ Can not fly through clouds to get to the prescribed altitude
