What was the very first law that addressed the rights of disabled people?

1st law (pre-1975)
The Vocational Rehabilitation Act of 1973, section 504
This act defined a person with a disability as someone who either HAS a disability, HAS BEEN KNOWN TO HAVE a disability, or who IS REGARDED AS HAVING a disability.
To broad for practical use in evaluating for SE services.
Today it can be used to qualify someone for certain necessary accommodations without the need to classify them as SE. Very enforceable, but less so than an IEP.
