Universal: provide cash benefits to all individuals who fall in categorie - eligibility is a right of citezenship
ex: health care
Demogrant (can be subset of universal or means-tested): cash payment based on demographic characteristic (usually age)
ex: old age security
Means-tested/ selective programs: based on specific measured needs of individuals in order to fit criteria
Contibutions-based: eligibility is determined based on a degree of imput
ex: employment insurance
