Conduct a size up of the situation by asking the following questions:
a. What do I have? (Refer to Chapter 2 for specific incident checklists)
b. Location of incident?
c. Number of suspects?
d. Type of weapons?
e. Type of chemical? (Refer to DOT Emergency Response Guidebook)
f. Remember that simple information is difficult to obtain, stress brings confusion.
ASSESSING THE SITUATION
Identify immediately in order to limit additional exposure to danger:
Danger Zone
Once the “Danger Zone” is identified immediately communicate its boundaries to the
Comm. Center.
b. The “Danger Zone” boundaries will be communicated to the general public in the affected
area.
c. No one, including law enforcement and Fire personnel, will be allowed to enter the
“Danger Zone” until authorized by the Incident Commander.
Control and contain:
Establish Inner Perimeter
No unauthorized personnel are to have access to inner perimeter.
If plainclothes personnel are used on inner perimeter, replace with uniform personnel as
soon as possible.
c. Ensure personnel take proper cover and concealment, or in the event of a Haz-Mat
personnel maintain distance.
d. Attempt to limit the movement of inner perimeter personnel.
This perimeter is used to limit and control access into the emergency incident area:
a. Identify and secure safe routes of travel for emergency vehicles both to and from the
scene.
b. Prevent or control access to inner perimeter.
c. Establish a media information area.
d. All outer perimeter personnel should be made aware of the following locations:
1. Command Post
2. Staging Area
3. Media Information Area
Outer Perimeter
An _______________should be established between the inner and outer perimeter.
However, depending on the type of incident, it should not be in line-of-sight with the scene.
Incident Command Post
The __________is used to control the deployment of personnel and material:

Establish the staging area outside the inner perimeter. A staging area is NEVER to be
within view of the scene and SHOULD NOT be at the Incident Command Post.
b. Assign a unit to respond to the staging area and assume the duties of the Staging Officer.
c. Advise the Comm. Center of the location of the staging area and the route to be used to
gain access to it.
d. Advise all unassigned units responding to the scene to report to the staging area.
e. Advise the radio dispatcher to contact any responding mutual-aid agencies with the
staging area information.
Assess the need for additional personnel, specialized units, or other agencies.

- Confirm the actions of the suspect and determine if any crimes
have been committed. - Notify the Watch Commander and/or Sector Captain.
- Contain the suspect(s), do not let him/her become mobile.
- Request patrol units necessary to set up a perimeter.
- Cordon the area and isolate from pedestrian and vehicular
traffic.

- Secure a radio talk group for the operation.
- Establish an inner perimeter (scene area).
- Establish an outer perimeter. The outer perimeter should be
established far enough from the inner perimeter to reduce the
danger to all persons outside and prevent unauthorized
persons from interfering with the operation. - Evacuate the injured when applicable and feasible.
- Notify the High Risk Incident Commander of the incident.
He/she will determine the appropriate resource response.

- Request SWAT response, if appropriate.
- Designate a scribe to take notes during operation.
- Establish a command post in the outer perimeter.
- Request Rescue Units respond to the command post.
- Provide all persons with the description of the suspect and the
suspect’s vehicle, if applicable.

- Determine the probable location of the suspect(s).
- Determine the type(s) of weapons available to the suspect(s).
- Place the helicopter on standby.
- Provide for access routes to and from the scene and the command post.
- Establish and enforce media access areas.

communications with all personnel at the scene.

- Ensure that deputies’ vehicle keys are available in the event
their vehicles need to be moved. - If a school is near the affected area, a patrol supervisor or
designee shall notify the school authorities so they may direct
the students to a safe location until the crisis is over or the
threat potential is neutralized. - If the affected area will be impacted by students leaving
school, school authorities will be instructed to hold students
when route home is considered unsafe.

Escapes from secure facilities
When an escape occurs from the secured area of the 33rd Street Jail
Complex, the following shall occur:

The initial responding deputy shall:
1. Ensure the Patrol Supervisor is aware of the incident.
2. Respond to the building from which the escape occurred and
meet with Corrections personnel outside the building at the
main door. The deputy shall not enter the facility.
3. Ensure that other responding deputies establish an outer perimeter.
4. Request K-9 and Aviation assistance
5. Ensure that Corrections personnel have instituted a lock down
of all inmates.
6. Ensure that Corrections personnel have instituted a roll call of inmates to verify that an inmate has escaped.
