- A PLH who makes or authorises all alcohol sales in accordance to the terms of the premises licence where the sale is made.

Under exceptional circumstances in relation to the crime prevention objective
What 2 things are required to change the DPS?
- A formal application by the premises licence holder

If the appointment would undermine the Crime Prevention objective, how long do the police have to make an objection?
Within 14 days of the application
In what 2 situations must an application include a request that a variation (for a change in DPS) takes immediate effect?
If the previous DPS has;
- Already left the premises
