What is a mechanically propelled vehicle (MPV)?

What is a motor vehicle?
A MPV which is intended or adapted for use on a road
What is a road?
A highway or any road to which the public has access to and includes bridges over which a road passes.
What is ‘other public place’ that is not a road?
A place where the public has access to whether pavement or otherwise.
What is section 3 of the road traffic act?
If a person is driving a mechanically propelled vehicle on a road or other public place without due care and attention or without reasonable consideration for other persons using that road or place, they are guilt of an offence.
What is section 34 of the road traffic act?
A person commits an offence who if without lawful authority a person drives a MPV on to or upon any common lane, moorland, or land of any description not being land forming part of a road or on any road being a footpath, bridleway or restricted byway.
What is section 59 of the police reform act 2002?
A Constable in uniform who has reasonable grounds for believing that a Motor vehicle is being used on any occasion in a manner which is contravenes section 3 or section 34 of RTA and is causing or is likely to cause alarm, distress or annoyance to members of the public, has the power to:
A) stop vehicle
B) seize or remove the vehicle
C) enter premises which he has reasonable grounds to believe the motor vehicle is
D) use reasonable force is necessary
What must be given before a vehicle can be seized?
A warning, it lasts for 12 months and applies to the person and the car individually
